Ensure that we can collect and persist logs and prometheus metrics from our scaletest clusters to a central grafana instance. This may just involve manually confirming things work, or it may require code changes to the terrafrom at https://github.com/coder/coder/tree/main/scaletest/terraform/action

• ensure steps to set it up are documented internally
