The BuildParametersDialog appears when a user updates a workspace after new parameters have been added to a template.

The goal is to update the BuildParametersDialog to enable access to the new form control types and updated designs for dynamic parameters.

• swap the RichParameterInput component with the DynamicParameters component.
• Make this change only for the dynamic-parameters experiment
• Retrieve parameters from dynamic params websocket, API.templateVersionDynamicParameters
• Add opt-in/opt-out buttons
