What's the problem this feature will solve?

In addition to the commits check, i'm trying to force a semi linear history in my repo and I would love to have this check included into this action.

Describe the solution you'd like

On a push or a release, I would like the action to check that the branch is rebased on the latest version of the target branch.
As all other checks you could be able to enable/disable it.
