Summary

Copy all --> Paste does not honor the CMS_PLACEHOLDER_CONF. Using "Copy all" on placeholder X and pasting the content into placeholder Y makes it possible to paste excluded and not allowed plugins into placeholder Y.

Expected behaviour

It should not be possible to paste excluded or forbidden plugins into a placeholder through copy all. Either these plugins need to be filtered out or paste should not work.

Actual behaviour

As described above: Using "Copy all" on placeholder X and pasting the content into placeholder Y makes it possible to paste excluded and not allowed plugins into placeholder Y.
