As stated in #289 it is not possible to work on multiple versions in parallel.

This PR adds an option to ignore issues of still open milestones.
This makes it possible to work on multiple versions and use milestones to prevent issues of future unreleased versions to show up in the changelog.

For backward compatible reasons I set the default for this option to false, although I think the current behavior is a bug. If wanted I can change it to be true instead.
