This could use a little bit more explanation. Is it a canvas or a figure? A figure by default contains already a background patch, so there should always be something in it. But you could check if there's more, like
fig = plt.figure()
clean = len(fig.findobj()) <= 2
print(clean)

Though, reading the docs I didn't figure this out myself.
Maybe it would be good with a is_clean attribute or method that does this.

All artists carry a stale attribute which tells you if the have been change since the last time they have been drawn.

figure.stale seems to be always True for me.
