Take the pythonic fractions of nipy modeling and analysis tools (design matrix creation, GLM specification and application, statistical mapping), put them in a specific package that would depend on nibabel + nilearn and refactor to improve the API.

nilearn plotting code has grown in complexity these past few months it would be nice to try to simplify the code and possibly add more thorough tests.
