I started looking at this during yesterday's EuroSciPy sprint day. Currently, on the main branch, I find 13 results for the suggested query:

doc/neps/nep-0012-missing-data.rst: historic NEP text shouldn’t be changed
doc/source/reference/arrays.nditer.cython.rst: explicitly described as example command that the user may have to adjust to match their local setup; I think it may not be worth changing until the whole tutorial is updated anyway?
numpy/_core/src/multiarray/dtypemeta.c: comment giving historical context for the NPY_STRING name, can remain as is
numpy/_core/tests/test_regression.py, numpy/lib/_format_impl.py and numpy/lib/tests/test_format.py: Code and tests to support *.npy/*.npz files created with Python 2.x to be read under Python 3.x. One of the tests has been failing for over 2 years and based on discussion there, it might be fine to just drop that backward compatibility?
numpy/lib/tests/test_regression.py: A test for compatibility code that was added in BUG: Disable check for oldstyle classes in python3 (np.info) #3885 and removed in early 2020 after Python 2 support was dropped.
numpy/linalg/lapack_lite/*: A script to build lapack_lite, which requires an ancient Python-2-only dependency. Since this is used extremely rarely (last significant update was 8+ years ago in NumPy v1.13), it’s not worth modifying this until there’s a pressing need to update lapack_lite again.

I’m happy to submit a PR to remove the unnecessary test in numpy/lib/tests/test_regression.py. If you think it’s time to officially drop support for reading Python-2-generated *.mpy files, I can try to tackle those files as well.
