Subject of the issue

Looking at the VERSION file, it seems it wasn't updated to 1.4.0 and is stuck on 1.3.0
https://github.com/ruby-git/ruby-git/blob/master/VERSION

Is it still needed?

@schrepfler I do not believe that it is. I have created a PR to remove it.
