Upgrade to matplotlib 2.2.4

We add two patches:

• 2.2.x: install jquery_ui matplotlib/matplotlib#14587 to fix a build regression since 2.2.3.
• Backport to 2.2.x removal of mpl_examples and setup.py cleanup matplotlib/matplotlib#14582 which is needed for Python 3.8 support.
