Given that #12878 is merged I think we can now start asking inactive core-devs if they want to become emeritus.
Maybe we should start with those that didn't vote? Should I send out an email? Who should be cc-ed? The TC?

I was unable to find emails for:
Jarrod Millman
Angel Soler Gollonet

Hi, seems like I am a core dev but my last comment in an issue is from February 2017. Seems pretty inactive. :) edit: So yes, an emeritus membership would be more appropriate.

Indeed, I'm not sure I have been a real core dev for 10 years! I don't think I deserve the right to vote on anything :)

Ditto. I haven't contributed since around 2011 and I wouldn't be comfortable having voting privileges...

Should I send an email to all of these as well? Some of these are still doing reviews semi-actively but @jnothman might know better?
If we set the bar at 2 years Matthieu, Nelle, Manoj, and Jacob would not be included.

I have not heard back from @duchesnay @jaquesgrobler @larsmans and @weilinear who I sent emails to. So here a ping just in case: Folks, do you want to stay on as core developers or transition to emeritus status as described in the governance doc ?
