Describe the issue linked to the documentation

Follow #18946
Some contributors might be interested in translating the scikit-learn documentation in their own language.
Where those translations could be linked in web site?
May I suggest the "related projects" page?

Sounds good. We should mention that the only official doc is the current English version, that we have no control whatsoever on the translations, and that they might be outdated.

It'd be nice if those translations also had a banner of something like that, saying the same things.
(I want to avoid people coming here with issues related to the translations)
