Description
We have:
PackageLicenseConcluded: LicenseRef-scancode-ws-policy-specification
But the definition of LicenseRef-scancode-ws-policy-specification is not provided.
This should be flagged as invalid SPDX.
Python tools say it is valid.
Java tools say:
