This PR was submitted for the 2.8 branch but it was merged into the 2.3 branch instead (closes #16041). Discussion ---------- Use PHPUnit 5.0 for PHP 7 PHPUnit 4.8 is not fully compatible with PHP 7, and won't be fixed for full support.
