My proposal is suitable for this project

  • I believe my proposal would be useful to the broader TypeScript community (meaning it is not a niche proposal).

Description

Splitting out of #10001 -> #10499: I think the parser will need to be able to know whether isolatedDeclarations is enabled.

Additional Info

I'd sent #10499 as a reference implementation.
