Late last year GH released configuration to tweak the issue creator and add links.

https://help.github.com/en/github/building-a-strong-community/configuring-issue-templates-for-your-repository#configuring-the-template-chooser

We should disable blank issues and add a link to the FAQ.

For example, TS's config:
