Sometimes a rule that used to be 👍 does not age well and becomes 👎. We should explain the process of deprecating old rules. #6036 is an example:

• Explain clearly why it should be deprecated
• Verify this with queries of all users & of popular community plugins
• Probably try deprecating it in a major version, since that's already a change point?
