Added test placeholders for `ut_executable`. Some tests referring the executable behavior should be removed with introduction of those tests.
Fixed issue with non-null serveroutput (empty_clob) created for every run. Removed unused code from `ut_suite_builder`
Refactored parts of functionality of `ut`/`ut_runner`. Removed unused code. Added missing tests.
