where should I locate the pip.ini file used for winpython? settings or setting/pip or others ?

I'm not aware of any pip.ini, but maybe this thread may correspond to your quest pypa/pip#4206

in windows OS, pip.ini's path is C:\Users\username\pip\pip.ini
