In this case we are removing dried paint from the surface to help us create falling snow.  This technique is called Lifting and here some helpful tips to help you with this simple technique. 

⭐️ you need to make sure your paint is completely dry and your q-tip or paint brush is dampened using clean water.  You don’t want the q-tip or paint brush to be too wet or else you will end up removing more than desired.  It’s best to work in a gentle circular or “scrubbing” motion.  I also find it helpful to dab it after with a paper towel.
