Dr Who TARDIS costume. Made with a blue circle skirt, the windows are white felt with black ribbon, and just tacked on for easy removal. I found the cool fabric at Spoon flower for the belt and the purse. My awesome sister made the headband out of a painted clear cup. You can't tell from the photo but I had little LED battery lights that I put in the cup.
Have you ever noticed that most costumes that win contests are homemade? There are reasons for that.
