In such a situation, is increasing the fine for stubble burning just another example of bikeshedding, focused more on optics than tangible change? "Right now, vehicular pollution contributes to 45-50 percent of the emissions in the city. Industrial pollution and waste burning are also major concerns. These are the sources that we should be prioritising," experts tell Anoushka Rajesh.
