The shifting from traditional to innovative procurement approach is resulted from the complexity of project nowadays. Design and Build which is on one the innovative techniques, has gained popularity from the time and cost saving reputation. The basic concept of Design and Build require the project to be contracted to a single organization that would be responsible for design, procurement, engineering and commissioning. This paper aims to theoretically explore and reveal the effectiveness of Design and Build in procuring the project. The paper shows that characteristics of Design and Build that make it different from other procurement system nested in the advantages of offering single point responsibility, fixed time and money, communication and risk allocation. Proper exploitation of these characteristics may lead to the success of the system.

Construction industry is realizing the plans and specifications for the physical structure. The p... more Construction industry is realizing the plans and specifications for the physical structure. The project is success when it is completed to meet customer needs without any issues and problems in terms of time, quality and budget allocation. The budget allocation is important especially to get the total final cost of the project that will be added in the final accounts. Final account is the fact that the sum agreed to be paid at the end of the contract by the owner to the contractor. Moreover, the final account issue has existed in Malaysia construction industry for several decades in which the important factors significantly affect the closing of final account that related with contractor, management and the contract as well. Successful closing is categorized as resolved at the stipulated time without any problems in the dispute and delay. Therefore, the purpose of this paper is to investigate the important factors that contribute to the closing of final account in construction projects in Malaysia. This aim can be achieved through the objectives of evaluating the contract in Malaysia to compare the final closure of various forms of contract and finally identify the causes and effects of the dispute and delays in the final account closing. As a result, this paper can assist construction industry players to create more effective planning and be used as guidelines in ensuring the on-time closing of final account in constructions projects in Malaysia.
Labour resources are important in ensuring the successful completion of a project. The nature of ... more Labour resources are important in ensuring the successful completion of a project. The nature of construction works in Malaysia are still labor intensive. Nearly 1 million construction workers are needed every year and majority of them are foreigner. Unskilled and problematic workers will not only cause the delay in project completion but also poor quality of works. The objectives of this study are to identify the factors that contribute to the increase in the numbers of foreign workers, the problems faced by the employers in employing foreign workers, the working culture of foreign workers and the factors that drive the employers to employ foreign workers. The study was carried out using questionnaires forms which contain selection of short and predetermined as well as likert scale answers. The data was analyzed using average index method and frequency analysis. The results of the study show that poor monitoring of foreign workers employment by the authority had contributed to the influx of foreign workers in the construction industry. There were advantages of hiring foreign workers such as willingness to work under harsh conditions and disadvantages such as high cost of permit to work. Foreign workers were employed in the construction industry as the locals are not interested to undertake the construction works.
