Energy service contract as a key factor of innovative development of budgetary organizations

The work is dedicated to the development of energy service contracts at budgetary organizations i... more The work is dedicated to the development of energy service contracts at budgetary organizations in Russia. Their Directors are not investing in energy service activiti es due to insufficient regulation of energy saving relations and pure technologies of energy saving estimation in the budgetary sphe re because of high risks of such projects and low maturity of laws dedicated to energy efficiency. Authors offer to create decision support system to reduce financial risks of implementation of energy-saving contracts. This method is able to determine the best possible energy service contract: determine a list of equipment and overall economic efficiency of the project based on potential savings. The algorithm utilizes building properties, properties of installed equipment, energy consumption data and a list of potential energy saving projects (ex. changing bulbs to more energy efficient, installation of water-saving equipment etc.) to determine the most cost-effective strategy for implementation ofenergy saving projects. The article represents the results of the implementation of this technology at some educational institutions in Volgograd.

This paper is devoted to solving the problem of reducing the time costs of the process of data qu... more This paper is devoted to solving the problem of reducing the time costs of the process of data quality assessment. The data describe energy resources consumption of various enterprises and institutions. The first part of the paper contains a review of recent data quality assessment studies was made. The analysis describes the problems of this process and the characteristics of the data, metadata and the algorithms used in it. The next part of the paper shows a new approach to reduce the time consumption of the process of assessing the data quality, which differs from the existing ones by the presence of a data-packaging and decision-making support using the oDMN+ notation. Finally, this paper presents an implementation example of the oDMN+ model for data on the energy consumption of the Volgograd hardware plant. The results showed that the use of data packaging and modeling the assessment process is a promising approach for modeling and reducing time costs in the process of data quality assessment for energy management systems used in the enterprises and institutions.

In case of fuzzy representation there is no procedure of automation tree building. In other words existing approaches of building decision trees and fuzzy decision trees cannot provide automatically generate fuzzy sets and fuzzy knowledge bases to build fuzzy decision trees. Paper presents a new method of building fuzzy decision trees called decision trees based fuzzy rules (DTFR). This method combines tree growing and pruning, to determine the structure of the FDT, to improve its generalization capabilities. Proposes a method (DTFR) considered as a variant of decision tree inductive using fuzzy set theory.

Authors offer to reach this effect by applying the concept of digital signage to classical Building Energy Management Systems (BEMS). Publicly available building information makes it possible for building inhabitants to track energy consumption, gamification methods can make them interested in controlling energy usage on daily basis. A concept of flexible dashboards for digital signage based on BEMS, which uses gamification techniques and provides basic building blocks for personalized building energy-saving campaigns, made available as an adaptable product. The methodology is based on the methods of mathematical statistics. With its help distinguishing of the days in the object’s explored past that have the profiles similar to the target day becomes possible. The researcher proposes hypotheses on other features resembling the target day, except for the energy consumption profiles. Having assumed the reasons of the profiles’ repetition and distinguished the days consolidated by a certain feature, with the help of the methodology the researcher can verify whether these days are dominating in the set. The acquired knowledge – the set of accepted or rejected hypotheses about the similarity/difference of the past days compared with the target one – allows to identify hidden patterns in the object’s energy consumption. Research is focused on prevention of overheating in office buildings and shopping malls during mi... more Research is focused on prevention of overheating in office buildings and shopping malls during mid-season season (saving potential is about 25% of total annual building gas consumption in Benelux countries). The majority of control algorithms of heating ventilation and air condition systems (HVAC) don't take into consideration future weather conditions. We pair existing HVAC systems with a cloud server to use more efficient algorithms on existing systems, develop supervisory on/off weather compensated control (Sup-WCC) and supervisory model predictive control (Sup-MPC) algorithms. Sup-WCC was implemented in production and Sup-MPC was tested on data from 3080 sq. m. building, located in The Netherlands.

This article reviews the common used forecast error measurements. All error measurements have bee... more This article reviews the common used forecast error measurements. All error measurements have been joined in the seven groups: absolute forecasting errors, measures based on percentage errors, symmetric errors, measures based on relative errors, scaled errors, relative measures and other error measures. The formulas are presented and drawbacks are discussed for every accuracy measurements. To reduce the impact of outliers, an Integral Normalized Mean Square Error have been proposed. Due to the fact that each error measure has the disadvantages that can lead to inaccurate evaluation of the forecasting results, it is impossible to choose only one measure, the recommendations for selecting the appropriate error measurements are given.
