These questions are challenging enough when addressed individually, but in tandem they present a complex interconnected transportation puzzle. A puzzle that needs an intelligent assessment and evaluation tool. Some medium and many large urban areas have a number of comprehensive and complex tools with varying capabilities for deciphering this puzzle. These tools take the form of travel demand models developed in proprietary packages like EMME, VISUM, TransCAD. However, most smaller and some medium municipalities face significant hurdles to developing such tools due to small budgets, limited staff and technical knowledge, and a general lack of understanding on how these tools work.
