The common denominator of some of the questions and problems raised by the reviewers is represent... more The common denominator of some of the questions and problems raised by the reviewers is represented by the new technological revolution, the role of AI in this revolution, and their impact on the world today. No one doubts the fact that we are living the greatest transformation of the information environment since Gutenberg’s printing press. Nevertheless, as John Naughton emphasized, “we’re as clueless about where it’s heading and what’s driving it as the citizens of Mainz were in 1495” (Naughton, 2019). Four centuries have passed since then; during this time, the printing press shaped society and thinking, introduced new forms of communication, occasioned a massive improvement in the general population’s level of education, made public schools and the mass dissemination of knowledge possible. It radically influenced everything. Now, we are at the dawn of a new era, one which will lead to least as many transformations as print did.

This paper discusses the causes of the imbalance that characterises the post-crisis world by look... more This paper discusses the causes of the imbalance that characterises the post-crisis world by looking at manufacturing capacities, public debt and trade deficit. It analyses the spectacular transformations taking place nowadays in liberal international order: rapid changes in the structure of global power and in the hierarchy of various countries and regions in international economy and trade. The article shows that while historically the hegemonic power defended the order it had instituted, in today’s world the US encourages bilateralism, and not multilateralism (one of the fundamental traits of globalization). Pro-globalization voices now belong to other contenders in the global economic race (like China).

This paper looks at changes in international order nowadays, with a focus on debates about unipol... more This paper looks at changes in international order nowadays, with a focus on debates about unipolarity and multipolarity. The hypothesis of the study is that the world is currently experiencing a short stage of uni-multipolarity, characterised by high instability, which is generated by the rise of new regional hegemons, the changes at the top of power hierarchies, the diminishing gap between the US (as the only superpower of the moment) and the rising powers. The conflict between global order and regional order is, implicitly, a conflict between Western and emerging countries development models. The following decade will probably confirm the tendency for a comeback to a new type of bipolar order. An analysis of the current stage of international relations reveals that we are now witnessing double bipolarity: an American-Chinese economic bipolarity and an American-Russian military bipolarity.
Global economy is increasingly a knowledge economy, making people's skills and qualifications mor... more Global economy is increasingly a knowledge economy, making people's skills and qualifications more important than traditional power indicators such as territory, geography, natural resources. Globalization imposes new rhythms of performance to every economic or social field. Higher education is no exception to this, since it lies at the interface with the external environment, where skills and qualifications will be used and exploited for economic benefits. Universities are under a twofold pressure. First, they provide services, knowledge, skills for fast-moving sectors. The knowledge and skills may quickly become obsolete and irrelevant for the economy. Second, universities need to innovate and to adapt to situations of constant change. Both types of pressure force universities to develop their capability for innovation, which becomes a prerequisite for survival. The purpose of this paper is to explain the concept of projectoriented university as a type of university that explicitly uses projects to perform processes of medium to high complexity, thus allowing it to deal with the increasing turbulence and dynamics of its environments. This concept is premised on the idea that there is a connection between a university's maturity in project management and its managerial competitiveness and innovativeness. The concept inherits the conceptual core of the model of the projectoriented company and it comprises Paul Dobrescu 94 two components. The former is concerned with the structural dimensions of project management, "the hard" component-processes, procedures, organizational structures, terminology. The latter is concerned with the social dimension of project management, the "soft" componentskills, attitudes, competences, project management culture. Empirical results are considered representative for the Romanian higher education system as a whole, with due nuances and exceptions.
