The Friuli Venetia Giulia (FVG) region borders with the Italian Veneto region, the Land of Carint... more The Friuli Venetia Giulia (FVG) region borders with the Italian Veneto region, the Land of Carinthia in Southern Austria and the Republic of Slovenia. In geographical terms, the potentialities of this territory are evident. The region is interested by two important European corridors: the Baltic–Adriatic Corridor and the Mediterranean Corridor. Through the Adriatic Sea, the FVG region presents direct connections with the southern Mediterranean Sea and the Suez Canal. This, in turn, means great possibilities to intercept a consistent part of freight flows between the Far Eastern countries (particularly China and India) and the most industrialized and developed Central European regions. This perspective, also well known at the national level, requires a radical change in both the regional and national transport policies. With a decisive commitment in the development of seaports and in the completion of the Baltic–Adriatic Corridor, it would be possible for the FVG region and northeast of Italy, to become a global platform for international freight flows.

The specific case considered is that of the trans-national border area located in the wider Alpine-Adriatic context, comprising Carinthia (Austria), Friuli Venezia Giulia (Italy) and Slovenia. Starting from a general analysis of spatial planning systems and identification of operational difficulties which may emerge within any one Member State's planning system—and which then may be compounded in a trans-national context—the paper considers the establishment of a “shared knowledge base” as well as a “shared vision” between the Member States as preconditions to fostering trans-national cooperation.
Starting from an analysis of serious deficiencies in the implementation of the Mediterranean Corr... more Starting from an analysis of serious deficiencies in the implementation of the Mediterranean Corridor (in the context of the wider policy for the Trans-European Network for Transport - TEN-T programme), this paper attempts to learn from these deficiencies in order to extend the discussion and generalize the findings, on the conflicts between institutional and territorial levels involved in the area, towards a different concept of the corridor structure within the perspective of a new ordering of the physical space in Europe. These deficiencies demonstrate that the current EU, beyond rhetoric and notwithstanding the European Spatial Development Perspective (1999) and the subsequent \u201cTerritorial Agendas\u201d (EC, 2007, 2011), is not capable of affirming a general idea of the public good, in either functional or spatial terms, for an entire transport corridor. Even the national government seems to be unable to take part in the complex (multilevel and transnational) aims of a corridor. So the public good of an entire transport corridor risks being neglected and the corridor itself contested. The paper supports the idea that this public good has to be based, first of all, on the different territorial components involved (cities, regions and other territorial systems) by allowing them to find their proper positioning and reason d\u2019\ueatre as parts of a larger political and development project. Only with this constructive and bottom-up perspective, where a corridor is, to some extent, "unpacked" -but not fragmented-, and the different strategies and different contexts not ignored, but acknowledged and considered as parts of a broader perspective, would it be possible to provide a credible and durable legitimating of the entire corridor as well as a new ordering of the European space
Despite the enormous difficulties arising during the establishment and development of a Science P... more Despite the enormous difficulties arising during the establishment and development of a Science Park, and despite the numerous failed attempts (Castells and Hall, 1994), the appeals for ‘technopolitan’ policies continue unabated. The object of this report is not to question the reasons underlying this phenomenon, nor is it to judge its timeliness. The aim here is to show that the difficulties and failures of this policy may be due in part to over-simplistic conceptualisations of the territorial context in which they are located and an underestimation of the significance of self-organisation factors and autonomous local decision-making processes.

The project attempts to critically deal with current approaches to the planning of European Corridors, showing all the enormous spatial criticalities of many major transport infrastructure projects (MTIPs), and with the theoretical and practical difficulties that strategic infrastructure planning inevitably raises. At the centre of Poly5 focus, there is one corridor in particular, that is, Corridor 5, now called Mediterranean Corridor.
