This journal article delves into the future of distance learning in Cambodia and the potential fo... more This journal article delves into the future of distance learning in Cambodia and the potential for collaboration with the Mekong-Lancang Open Education initiative. It explores how distance learning can successfully address the current issues the Cambodian educational system is currently facing. The article discusses the goals and opportunities for collaboration that the Mekong-Lancang Open Education initiative presents, as well as the difficulties and potential solutions involved in implementing distance learning in Cambodia. Moreover, the article also offers insightful case studies and best practices from other countries, offering valuable insights and lessons for Cambodia. Lastly, the article concludes with policy recommendations for the future of distance learning in Cambodia. Future research and studies should concentrate on continually evaluating and improving the Mekong-Lancang Open Education Initiative to ensure that it effectively meets the educational needs of students and educators.

Nowadays, Cambodia regional economic integration has been attracting an interest.
Becker (1961) and Mincer (1974) stated, educations, vocational training and skills development have considered major factor of human capital from which life earnings and indirect positive profits found for an individual. The economic and productivity growth driven cause human capital and R&D activities is well established in the literature, Lucas (1988) & Jones (1995) also literature.
In order to achieve objectives of this study, the research had limit the scope of the survey correctly, selected the appropriate investigative tools and methods, and conducted proper analysis and summary, and then reached a conclusion. Therefore, this chapter was designed proposing sample and population, showed the design of data collection and analysis, and also provided guidelines for this study. This study is quantitative and qualitative methods. As the Yamane Tharo, 1967 to calcuate samples size as n=N ÷ (1+N.e2), N is population and e is error. Population is 8,623,857 wokers in SMEs and result the samples size were 400 employees in SMEs, in Takhmao city, Kandal province, Cambodia. Regarding the quantitative data analysis, descriptive statistics such as frequency, percentage, mean score, and standard deviation were calculated. And inferential statistics through t-test two-population independent test and One-way analysis of Variance (ANOVA) were performed.
Hypotheses Testing Results.
H1- Skills and qualifications, F=50.711, P-Value=0.001**, n=400.
H2- Morale of workers, F=37.251, P-Value=0.001**, n=400.
H3- Technological progress, F=352.939, P-Value=0.001**, n=400
**P<.001 is signification
To conclusion productive youth development in the country in the SMEs industrial sector is limited. So, should devise strategies grazed with vocational training programs. Youth opportunities in the development of productivity in the SMEs industries. So, should develop strategies to encourage vocational training through the development partners do overwhelm break challenge to skilled workers in its enterprise resource productivity, especially Small Medium Enterprises industries in the country.
Recommendations:
- Create strategies to strengthen basic skills to young people in order to facilitate access to industrial markets
- Devise strategies to brief youth to vocational in order to facilitate the increase of skilled workers

services, are pushing for growth, but it will slow down the economic
growth as the garment sector faces strong competition in the markets,
weakness of the agricultural sector and the growth of tourism. [33]

In order for research on the topic to have appropriate data that can
be a basis for analysis, we have collected a set of standards, activities
and standards to study and set up a quiz according to specific skills to
understand the need to gather information just to visit the household to
interview and retrieve actual responses to each family. Each
questionnaire should be more or less specific to different

Cambodia's gross domestic product was $ 3100 million per person, $
270, which is among the lowest in the world. [32] Before falling into a
common war in 1970, Cambodia needed modern improvement, with

bolster itself with sustenance and fare more rice items. Albeit low
yields and just a single collect for each year, Cambodia sends out a

- It is advisable to develop a strategy for youth in preventing
migration by easily accessing the labor market in the field of industry
services in collaboration with the private sector.
- It is important to create a synergy between vocational training and
general knowledge to provide young people with new skills and skills
development.

Specifically, the research will be discussed barriers that are being affected to success of public e-service system in Cambodia recently. Also, the findings of this research will allow resolution e-service of public sector to be better understood about current situations e-service of public sector improvable and practice, and the development in Cambodia. It is starting with the type of research (exploratory studies and descriptive research), research approach (qualitative research), and strategy (case study, survey and action research). Then data collection methods and sample selection have been described, with the general strategy.

Lacked of central funds, and human factors include competence and skills, training, and trust.
To conclude, this research would help contribution to the future growth, development and significance of policy on e-service of public sector in Cambodia as well as aware of the new challenges as seen through the recent day, to share some point’s public sector e-service development in Cambodia.
