The main purpose of this research is to: 1) clarify the national context and the role of organiza... more The main purpose of this research is to: 1) clarify the national context and the role of organizations in supporting educational reform in universities; 2) reveal the present conditions and challenges of educational improvement activities, including faculty development (FD) and staff development (SD); 3) chart the establishment and role of "the platform" as a new trend, according to the questionnaire survey that followed the framework of research carried out in 2005 by the National Institute for Educational Policy Research; and 4) report figures regarding the tide of recent university education reform—e.g., university education centers—with reference to interviews with the vice-presidents of three universities. The study found that, by virtue of the complicated and multi-dimensional nature of the issue of university education reform, university education centers are installed as a correspondence device in response to multi-dimensional problems. Research on this connection is divided into three fields: career aspirations of high school students; the effect of college admission styles on the satisfaction, adaptation, school records and passing rate on a national examination after entering university; and the entrance examination system in various foreign countries. Research on the career aspirations of high school student clarifies how the career consciousness of high school students varied by gender and the kind and location of their high schools. As the university entrance ratio rose in recent years, students at high schools where many graduates had found employment tended to have an affinity consciousness toward attending university. The theme of the year was “Leadership, Management, and University Governance” which was supposed to be a key modus operandi to implement university reform in each institution. An inaugural speech was “Leadership from economics and business administration points of view” by Dr. Kikuzawa from Keio University. After the speech, four speakers made presentations: summary of arguments of leadership; leadership in private institute; leadership in public university. The theme of the year was “Financial Issues of Higher Education – Marketization of Funding Resources”. Takafumi Goda, President of Shokei Gakuin University, opened proceedings with an inaugural speech entitled “Restructuring of higher education finance”. The study also attempts to identify the main issues that international faculty members at Japanese universities face and offer implications for policy by analyzing these case studies. The first chapter is about international faculty members’ work roles, their views of internationalization of Australian higher education and career plans based on interviews with key persons from two Australian universities. The second chapter deals with policies and practices of hiring international faculty members at Chinese universities based on a national survey and interviews with both international faculty members and their colleagues. The meeting was opened by two keynote addresses which tackled the topic of “Research environment and research evaluation in the university: Expect for the desirable development of the humanities and social sciences.” The Council is a network of Research Institutes and Centers from across Japan, some of which are officially designated as Joint Usage/Research Centers by the Ministry of Education, Culture, Sports, Science and Technology (MEXT), while others are not. It is difficult to speculate what criteria are used to evaluate their research and identify those deserving of an official designation.
