THE POST-COLD WAR paradigm for U.S. forces in combat and in military operations other than war (M... more THE POST-COLD WAR paradigm for U.S. forces in combat and in military operations other than war (MOOTW) is increasingly a nonlinear battlespace where brigades and battalions conduct independent operations in assigned sectors. In postcombat and peace-support operations, nonkinetic/nonlethal means are often the main effort. The new paradigm is changing the way the Army plans, coordinates, executes, and conducts information-operations (IO) and IO-effects assessment at brigade and below. Responsibility for information operations is devolving to brigades and battalions, forcing them to create brigade and battalion IO cells and develop tactics, techniques, and procedures (TTPs) in an ad hoc manner. Brigades and below have created IO cells, often capitalizing on the organic fire support element (FSE). To create an IO cell out-of-hide, battalions have appointed fire support and information operations officers (FSIOs) or S39s, and brigades have employed S39s, S7s, or information operations co...

The Bush Nuclear Disarmament left only the U.S. Air Force active in the business of tactical nuclear warfighting. Many critics of tactical nuclear weapons believe that the dramatically increased lethality and accuracy of conventional weapons systems are an adequate replacement for tactical nuclear weapons, achieving the desired results without the political consequences that many attach to the use of nuclear weapons. The U.S. Military's experiences in Desert Storm has provided fuel for both sides of this argument. Additionally, technology continues to improve the capability to tailor the effects of low-yield nuclear weapons to achieve the desired destructive results without the associated collateral damage. This article discusses Army information operations (IO) doctrine principles and how to apply them... more This article discusses Army information operations (IO) doctrine principles and how to apply them in peace operations. Doctrinal concepts are applied to the genral category of military operations other than war (MOOTW) in general, and peace support operations (PSO) in specific. Please note that this article is not doctrine, but rather an analysis of doctrine as it is being interpreted in the field. While IO's component parts have been exercised in combat operations and (MOOTW, Army IO doctrine is still relatively new-US Army Field Manual (FM 100-6, Information Operations, was published in August 1996. Because the Army's purpose is to fight and win the nation's wars, IO doctrine must be focused on combat operations. However, field units performing contingency operations have had to apply IO in MOOTW environments with varying degrees of success. It is task organized to provide PA services in the areas of media relations and command information (CI) within the theater and for national and international media outlets. It also consists of an Armed Forces Network (AFN) affiliate station servicing the theater of operations. However, AFN is not under the direct supervisory control of the TF's Coalition Press Information Center (CPIC) director. While the "Forces For" apportionment to NORTHCOM is still being finalized, they will in any case be meager in comparison to the scope of the task and the assigned area of responsibility. The paucity of forces available to NORTHCOM will require more economical approaches to force-building for contingency operations in support of homeland security missions. While the National Guard is ideally positioned and suited for homeland security, it may not always be available in adequate numbers if called to active federal duty in support of military operations overseas.
