The paper studies stroke break times within handwritten characters and presents a new method for setting HWR timeout by examining the break time distributions. For multi-stroke character HWR input, a timeout is widely used as a segmentation technique to initiate the recognition process. In this paper, we examine the largest stroke break time in each character and explore the relationship between break time distribution and optimal HWR timeout. There are many problems in the property management of the community. Constantly improving the quality of property management is the driving force behind development. The rise of smart communities has provided new development opportunities for property service enterprises. This paper presents that the construction of a smart community should focus on the property and create an entire community service ecosystem. This article builds an intelligent community system model and architecture based on the four-tier structure of smart communities, which based on the Internet, Internet of Things, and Big Data. The model is the core of the property service enterprise, which is closely connected with the upstream retailers, logistics enterprises, service providers and the downstream community consumers, and all the roles constitute an intelligent community business ecosystem.
