Methods: prospective study; 76 patients, 102 eyes; preoperative assessment: visual acuity, intraocular pressure, fundus biomicroscopy fluoresceine angiography, sometimes OCT; postoperative assessment: visual acuity, intraocular pressure, fundus biomicroscopy, fluoresceine angiography, sometimes OCT. Results: Visual acuity improvement in 42% cases; subjective improvement of visual acuity in 72% of cases Conclusions: Triamcinolon acetonide may play a role in treatment of diabetic macular oedema.

Improving the performance of human capital from the administration sector, is a major objective of the current Romanian government. However, in the absence of clear strategies and policies and transparent in the light of the human resources from the administration sector, there may be a crisis in this area. The reform of the public administration, either central or local, entails certain aspects of human resources to change, of which are at its disposal: the recruitment, selection and appointment of public performance appraisal, evaluation of professional performance, staff motivation and increases of salaries, professional training and career development for the personnel which is part of this industry. All of the aspects mentioned above have been addressed in this paper, from the point of view of both the specific literature and from a strategic perspective.

The current economic crisis, experienced worldwide, proves the necessity of a well done governmen... more The current economic crisis, experienced worldwide, proves the necessity of a well done government, by strong implication from the local and regional authorities from each county, in compiling and executing community strategies (that already exist at an European level), having an essential part in executing the economical revival program. In order to achieve this objective, authorities must have qualified and motivated personnel through an adequate compensation, depending on their aptitudes, responsibilities and especially considering their individual performances, the same way it happens in most of the developed countries in the European Union. This study approaches the problems referring to the conception of some flexible norms which rule over the personnel management in the public sector by using decentralization and development of new working places, by improving and revising the entire labor legislation in Romania.

The public administration reform and the whole public system assumes, among other things, the nee... more The public administration reform and the whole public system assumes, among other things, the need for training within the institutions, of some autonomous professional groups (work teams) whose composition is dependent on the tasks nature and expectations, on motivation and the satisfaction of the team members, on the skills, capabilities, experience, knowledge, motivational factors and, last but not least, on the interpersonal relations, and the approuval of beeing part of the team, along with other members. The public management principles regarding the labor division, the combination of authority with responsibility, the authority delegation, etc.. should govern the work of teams members in various romanian institutions. Through this article I wanted to show that what should be done to improve public administration, from the perspective of the teams work and administrative responsibilities of several principles that have a major impact on the public management formal aspects.

The current economic crisis, manifested in the entire world, highlights the need for sustained in... more The current economic crisis, manifested in the entire world, highlights the need for sustained involvement of the local and regional authorities in each country, in conceiving and implementing Community policies (which already exist at European level) having an essential role in implementing the economic plans achievement. This view was shared by all European Union Member States, of which Romania is part, since 2007. Therefore, the economic crisis which is reflected in the Romanian society today, requires prompt and sustained intervention by the authorities in the execution of the economic recovery plan, implying the community strategies, due to sharply budgetary expenses cut, which is found in all European countries. In order to achieve this major objective, the Romanian authorities should have qualified and properly motivated personnel through an adequate remuneration, according to the training, skills, responsibilities and especially individual performance obtained at each position, as it happens in most developed countries of the European Union. In this context, this study approaches the issues related to the performance evaluation of the public sector's employees. Considering the fact that strengthening and developing the human resources segment is a strategic goal of the Romanian administration for the period 2008-2013, which will lead to modernizing it and making it more efficient (at both central and local level), the personnel performance evaluation, at the organizational level represents a fundamental activity from the human resources' management perspective.

It is known that human resource development is based, so that the authorities in each country should have responsibilities in terms of skilled labor and increasing its capacity to adapt to environmental changes. The results obtained from this analysis, reflects some of the practical steps that must be taken in the coming years, locally and nationally, in terms of education and lifelong learning in the context of globalization.

IntroductionChina's dynamic growth is led by tough pollution deficiencies and massive emissions of CO2. The current economic growth model should stop and drastic structural transfiguration is required (Popescu, Comanescu, and Sabie, 2016; Popescu and Predescu, 2016), if China will prevent more significant harm from internal pollution. Structural transfiguration for more environmental growth demands (i) substantially reducing established and tremendously polluting sectors and accelerating growth of environmental branches; and (ii) guaranteeing China's urbanization process matches with the demand of environmental growth. China's economy is experiencing structural transformation, spotlighting fast urbanization and a move away from heavy sector (Nica, Manole, and Briscariu, 2016; Nica and Potcovaru, 2015a, b) in the direction of the swift growth of light sector and the services one. Institutional improvements should supplement pricing ones so that a novel stability can be accomplished and more environmental sectors have opportunity to develop: subsidies should be eliminated and market competition stimulated in China's natural resource and energy spheres. (Lin and Xu, 2014)2. The Economic Mechanism of China's Shift to Environmental Sustainable GrowthChina should determine which industries are to be considered under emissions trading, how to establish their emissions caps and assign permits among corporations within the industries considered, how to implement the agreement of regulated companies etc. If indirect emissions are not examined, it follows that downstream entities can diminish their emissions by substituting fossil fuel use with electricity use, on the condition that that they observe this move is economically advantageous. All carbon trading pilots have integrated some process to direct supply-demand inequality and the ensuing price unpredictability. When allowances are in excess and their prices are driven down to an unsatisfactory degree (Popescu, 2013), the government can repurchase some of the extra allowances from the carbon market - process tailored to cut down market supply or raise market demand for allowances without allowing the allowance prices drop below the prearranged floor level. The expected results, obtained by analysis (in the Botosani Municipality) will reflect some of the specific measures that must be taken in terms of professional training and employment promotion in the current economic crisis.

This study is an analysis of the issue of ongoing professional development and promoting employment in the context of sustainable local development. The expected results, obtained after the analysis at the local level (Arad Municipality – the city of the same name became an important regional metropolis in 2020), will reflect some of the specific measurements, which will need to be implemented in the next period, in terms of human capital development and social services in the current economic crisis, even felt in Romanian economy.

Environmental taxation represents a key influence on sustainable development in post-transition c... more Environmental taxation represents a key influence on sustainable development in post-transition countries. Romania has experienced important transformations of environmental policy, including taxation, due to sustained reliance on traditional energy sources to satisfy its energy needs. The aim of this paper is to show a possible causal relationship between the Romanian GDP and several explanatory variables related to taxation of environmental damage and energy generation and consumption in the country. In order to do this, the authors make use of several statistical tests to verify the existence of a meaningful relationship between economic variables expressed in time series. The study has also attempted to identify the influence of environmental taxation on ensuring green economic development, starting from the premise that for emergent economies these taxes provide both a GDP increase and prevent environmental degradation by decreasing the pollution and environmentally harmful supplies and practices.
