In the very same season he appears in, Renamon states that all digimon are neither male nor female. Tho Impmon is clearly male coded in the anime (at least in the dub, I don't know anything about the original Japanese), where the dub gives him the voice of a Brooklyn man, and clearly went by he/him pronouns. And his evolution (Beelzemon) looks very clearly like a humanoid male. But as someone who is pretty well versed, but far from an expert in digimon, I can tell you that male and female coding doesn't really matter that much, as digimon genders are played very fast and loose.
While I have yet to see the series for myself, I hear that in Digimon Data Squad there's A renamon who uses he/him pronouns and speaks with a masculine voice. I don't think he ever involves into the more feminine evolutions, but there's no reason why he wouldn't be able to. And I know for a fact there is precedent for angemon evolving into angewomon (digivolution generally tends to be more branching, and the logic can be pretty loose in video games and virtual pets), so these staff behind it very clearly don't care that much about keeping gender coding consistent.
So point is: there is technically no reason why Impmon couldn't be a girl.
