The problem of refugees in contemporary international relations: brief analysis The problem of fo... more The problem of refugees in contemporary international relations: brief analysis The problem of forced migrants and refugees lies far in the past. Ac tualization of this problem in modern international relations occurred in the period between two world wars, when development and formation of general approaches and institutions took place, and also after the World War II within the UN framework. This issue acquires special significance and multidimensionality in the context of development of globalization processes on the background of increase of conflict zones in all regions of the world, climatic and social changes. The volumes of forced migration and refugees flows acquire enormous scales and consequences. There is an urgent need to rethink theoretical approaches, including conceptual apparatus, legal aspects and practical approaches with the participation of the entire international community.

The new migration trends appeared in the context of globalization and they cause various effects. Labor migration is one of the key trends dominated in all regions including Central Asia. Labor migration in Central Asia covers Kazakhstan, Kyrgyzstan, Tajikistan, Turkmenistan and Uzbekistan. At the same time it is really difficult to exclude Russia which is the main migration hub on the whole post-Soviet space. Discussions on the formation and functioning of the regional migration system touch the sending and receiving countries issues in Central Asia, which need joint efforts and regional approach. One of the central questions in the discussions is strong and remaining position of Russia as the main migration hub. However, last decade Kazakhstan is on the agenda as a new and perspective destination. Migrants' issues is still and weakest point. Despite the increasing scale and importance of the process for the region there are a number of issues which need new approaches and more effective cooperation.

Integration issues in Central Asia have been on the agenda both at the national and regional leve... more Integration issues in Central Asia have been on the agenda both at the national and regional levels for three decades. New geo-economic and geopolitical realities that have arisen along the perimeter of the region and affect the region itself actualize the need for more confident and intensive integration. Despite the sufficient potential for cooperation and common problems in the region, the process of rapprochement between countries is rather slow. Along with this, there is a constant discourse both at the intergovernmental level and at the level of the expert community about the main factors and approaches. The key factor, which is not yet a priority at the regional and bilateral levels, is the economic one. This article is devoted to some theoretical aspects of the analysis of integration in Central Asia through elements of a systematic approach, factor and event analysis, and focuses on the economic factor at the intraregional level.

This article examines aspects of multilateral migration cooperation in Central Asia through the p... more This article examines aspects of multilateral migration cooperation in Central Asia through the prism of international structures with a specific focus on Kazakhstan. International migration has been a global phenomenon for several decades of the 20th century. The intensification of migration in all regions of the world and the increasing influence of the various effects of migration at all levels calls for a more coordinated migration. Modern Central Asia, represented by Kazakhstan, Kyrgyzstan, Tajikistan, Turkmenistan and Uzbekistan for a third of a century, has already been part of the global migration process, has its own specifics and experiences various influences of mobility both within the region and at the extra-regional level. Within the region, a separate organization or platform has not yet been formed that would cover exclusively migration cooperation. Along with this, there are organizations on the basis of which a solid foundation has been formed for the effective coordination of labor migration processes, the prevention of forced and irregular migration. To clarify the effectiveness and potential of migration coordination, this article will consider the activities in the field of migration of the Commonwealth of Independent States, the Eurasian Economic Union, the Shanghai Cooperation Organization and the Almaty Process.

Global mobility has become one of the important and revealing trends in the current international... more Global mobility has become one of the important and revealing trends in the current international relations and law. Forced migrants' and refugees' issues come from the past, but their solution is urgently needed now. This issue acquires particular significance and multidimensionality in the modern context of globalization and the intensification of conflicts in all regions of the world. Other factors, such as natural disasters and economic crises, are also sources of forced mobility. The volumes of forced migration and the flow of refugees have acquired immense proportions and consequences in the current context. The main contribution to the solution of the problem was made by the United Nations Organization and UNHCR, its specialized agency. Key documents were also developed and adopted within and with the support of this structure. Presently there is a robust set of legal instruments for the coordination and advocacy of migration processes, but new approaches are urgently in need because of changing patterns in migrant movements. Moreover, the insufficiency in the definition of persecution, which excludes many categories of contemporary migrants, has only increased the need for the adoption of new Global Compacts within the framework of the UN. Hence, this paper looks into the urgent need for rethinking on theoretical approaches, including conceptual apparatus, legal aspects and some practical approaches to the participation of the entire international community.

In 2022, the Forum took place for the fourteenth time and brought together in a hybrid format more than a hundred participants from the following countries: Russia, Armenia, Belarus, Kazakhstan, Kyrgyzstan, Tajikistan, Vietnam, Mongolia, Turkey, Brazil. Russia was represented by leading universities and research centers from several regions of the country.

Migration and mobility in the post-Soviet space are part of the global process for more than a qu... more Migration and mobility in the post-Soviet space are part of the global process for more than a quarter of a century. Possessing almost all the main characteristics of the global process, migrations in this space have their own characteristics and specifics that require special attention and understanding. To analyze the mobility of this space, the definitions and approaches that determine the potential systems and subsystems that cover this process are important. Kazakhstan is one of the states in this space for which migration issues and demographic development are a strategic direction, including within the framework of the Eurasian Economic Union. An important issue remains the choice of the approach that defines the given space not only geographically, but also geo-economically, and geo-politically. One of the effective in this approach can be the use of the UN definition of "North and Central Asia", covering the main participants of the migration process. The main purpose of this article is a review of some of the main national and regional aspects of the migration processes in the Republic of Kazakhstan at the present stage. Since the beginning of the 21st century, Kazakhstan has positioned itself as a host country for migrants, being simultaneously a major transit corridor. Recently there has been a tendency of an active outflow of the population, which is a definite challenge that requires due attention and evaluation. The methodological basis of the study is a systematic approach that allows a comprehensive assessment of migration processes, as well as the theory of "pull-push factors." This study may be important in the context of the analysis of common Central Asian processes of cooperation and integration, and from the point of view of developing a theoretical component of the migration processes.
