The tutu made of tulle ... I ordered from The Tulle Shop. They have GREAT prices. Tulle can be purchased from Hobby Lobby, Michael's, or other places as well.
I cut 1yard lengths (6" width). I bundled 4 strips together for each tie (you can look on pinterest to see how to tie a tutu) .. I used more than one to make the skirt fuller. I tied 6 bundles of each color (using 6 colors). I then tied the elastic I tied the tulle to.
