The paper reports initial findings of ongoing research into the perceptions and experiences of di... more The paper reports initial findings of ongoing research into the perceptions and experiences of different stakeholders about improvement planning in primary schools. This phase of work has involved a quantitative study of 62 schools in one district. The findings are based on data obtained from 60 headteachers, 112 teachers and 7 school development officers. The data was analysed by SPSS software to produce descriptive statistics and test for significance between key variables. The key findings highlight that development planning has a potential to contribute to school improvement. However, different stakeholders have different experiences and understanding of the process.

The enrollment rate at lower primary is now close to one hundred percent, participation is high and the challenge now is to assure quality; and the retention of learners through to primary seven.
It is undeniable that economic, social and cultural factors affect retention rates in our schools. Other factors such as the quality of instruction, provision and maintenance of school infrastructure and other inputs, attendance by teaching staff, the quality of school management and community involvement also have a very powerful impact on learner morale and ultimately on retention. It is in these areas that can be most effective in improving standards, quality and ultimately outcomes of education.

School development planning (SDP) is major driving force to achieve improvements in the quality o... more School development planning (SDP) is major driving force to achieve improvements in the quality of teaching and learning, and participation of stakeholders in school management. This paper discusses research findings on the planning practices in primary schools based on the perceptions and experiences of headteachers and teachers; and the impact of development planning towards improving the quality of education in Masindi district in Uganda. A mixed methods approach involving survey and case study was utilised to address research questions. The paper identifies headteacher leadership, networking and teamwork amongst stakeholders, and improvements in teaching and learning as some of the benefits of SDP. However, implementation of development planning is limited by inadequate community support, resources, and continuous professional development. The findings will assist the district to design strategies to improve management of schools through SDP.
