You can have flat feet that turn out with knees that face forward or you can have feet that face forward (usually with more rigid high arches) and knees that face in. The medial hamstrings can actively help with the proximal internal rotation. I would usually do this in conjunction with drills to improve pronation and supination of the foot, exercises that help with glute control and medial quad strength. And before it can release all the way & stay that way, it needs to be stabilized through engagement and strengthening.
