Any intricately cut craft blank may be difficult to decoupage. One way I know is to sand off the edges, but how do we get into the itty-bitty holes in between. Once dry I added a coat of matte Mod Podge and let it dry. I cut this cute napkin, removed the backing and tore the edges. Added it on top of the wood, placed a piece of parchment on top then used an iron to press it on.
