The top of the cake is the easiest to mark out, so I'll mark 4 around (NSEW style) and then the 4 spots in between them. That gives me 8 start/stop points for each of my loops. (On a 5" cake I will do 6 rosettes). After that it's up to you to pipe each loop drop to get the curve the same each time. You can practice on the side of your cake tin if you need to get a few under your belt before attempting the real cake.
