I found EditCheck to also activate in Wikipedia: namespace on plwiki (apart from User: as flagged in the task description): https://pl.wikipedia.org/w/index.php?diff=74668368

It's worth noting that the edit from other namespaces do not have editcheck-newcontent tag applied, so maybe the exclusion logic is somehow partially applied only?

Indeed! The check for that was actually correctly applying the exclusion logic.

Tech News:

[[ mw:Help:Edit_check#Reference_check | References Check ]] encourages users to add a citation when they add a new paragraph to a Wikipedia article. During a short period of time, "Edit Check (references) activated" tag was applied to edits outside of the Wikimedia main space. This has been fixed.

Tested the scenario on Beta Cluster, an edit made on a user page did not have editcheck-references-activated tag applied:
