"Minimum edits" in voter eligibility configuration only applies to the origin wiki

Description

Steps to replicate the issue (include links if applicable):

  • Set up a "minimum edits" number in the voter eligibility settings page of a SecurePoll vote which is set to use "all wikis" (i.e., a global election). This may only be reproducible on a wiki cluster using SUL, not sure.
  • Click a link to vote from a wiki. In the reports I saw this was always Meta-Wiki.

What happens?:

  • If the user has the minimum edits on the origin wiki, they can vote as normal.
  • If the user does not have that minimum on the origin wiki (but is eligible since the criteria calls for a minimum number of global edits), they receive a message suggesting they don't have enough edits to vote.

What should have happened instead?:

  • User should be able to vote in both contexts.

I would suggest the best solution is to add a warning to the config page about the impact of adjusting this setting. The "All wikis" vote is probably bespoke to WMF's install so a broader solution might not be feasible.
