Water Diplomacy: A Negotiated Approach to Managing Complex Water Networks rounds up a variety of useful theories and experiences and puts forth a preliminary framework for ordering all of it. To be fair, the authors acknowledge that they are in the process of theory building and that sometimes this process is messy. Ultimately, if Islam and Susskind succeed in their efforts to bring simplicity and elegance-the hallmarks of good theory-to the processes, variables, and relationships that they have identifi ed, then they will have made a remarkable and valuable breakthrough for this area of practice.
Ian McHarg's theory of regional ecological planning is a milestone in the history of planning and... more Ian McHarg's theory of regional ecological planning is a milestone in the history of planning and socio-ecological practice. The use of science-geology, physiography, soils, hydrology, and vegetation-to determine the appropriate locations for development marked a distinct departure from planning based on promoting economic growth. McHarg tested his theory in practice, most notably in three projects in the USA: The Metropolitan Open Space study of greater Philadelphia, The Plan for the Valleys in Baltimore County, Maryland, and The Woodlands, a new town outside of Houston, Texas. New challenges to regional ecological planning have arisen in the past 30 years: population growth, infrastructure needs, climate change, and social equity and environmental justice. McHarg's emphasis on the integration of nature and the built environment is still valid, especially in urban/suburban areas, where the use of green infrastructure has gained popularity. McHarg advocated some separation of rural areas from urban/suburban areas to protect farmland and curb sprawl. But more separation is now necessary given America's much larger and dispersed metropolitan populations. Also, greater emphasis is needed on social equity, environmental justice, and the sustainability of the built environment to provide more affordable housing and to produce more resilient, healthy, walkable, and mixed-use cities and suburbs that rely on mass transit to reduce greenhouse gas emissions.

Over the past 25 years, hundreds of communities and several states have recognized the need to preserve land for farming, forestry, watershed protection, wildlife habitat, recreation areas, or open space. A common problem is that public planners have not clearly delineated certain lands for preservation. Meanwhile, non-profit organizations have not fully perceived themselves as land use planning agencies (Wright and Czerniak 2000); and have often pursued a piecemeal and reactive preservation strategy in response to weak local zoning and the swift pace of development (McQueen and McMahon 2003). Thus, in most places in America, including New York, New Jersey, and Pennsylvania, privately owned open land seems to be at once for sale for development and available for preservation. The competition to preserve or develop land causes considerable friction between developers and land preservationists. ...
The USA is the leading emitter of greenhouse gases among the developed countries, in part because... more The USA is the leading emitter of greenhouse gases among the developed countries, in part because it is the only developed country with more of its population in suburbs than in cities. Cities produce less greenhouse gas emissions per capita than suburbs. Meanwhile, the US and the world have been wrestling with the public health emergency of the COVID-19 pandemic. But as US cities recover from the pandemic, they are unlikely to add more population than their suburbs because of changes in favor of working from home, online shopping, and the search for more affordable housing and green space, as well as concerns about population density and contagious diseases. So, the challenge is how to design and redevelop suburbs to make them more environmentally, socially, and economically sustainable to address both climate change and the threat of future pandemics. A sustainable suburb scenario offers an alternative to the sprawling development, separation of land uses and income classes, and automobile dependence that characterizes the typical American suburban landscape. This essay reviews the literature on redesigning suburbs and describes and evaluates both a business-as-usual suburb scenario and a sustainable suburb scenario. Though challenges exist, sustainable suburbs will be needed in order to reduce US greenhouse gas emissions, to achieve greater resilience in adapting to the effects of climate change, and to guard against future pandemics while providing economic opportunities and greater equity over the long run. At the start of the decade of the 2020s, two major events-the COVID-19 pandemic and climate change-have presented both immediate and long-term challenges for settlement patterns throughout the world (Goodell 2017; Phillips 2021; Wallace-Wells 2019). By the end of February 2021, the COVID-19 pandemic had infected more than 114 million people worldwide and caused over 2.5 million deaths (New York Times 2021a); in the USA, the virus had killed more than 510,000 people and sickened more than 28.6 million (New York Times 2021b). Bringing the COVID-19 virus fully under control will take years and maybe longer (Phillips 2021). A recent trend has seen many urban inhabitants in the USA moving to suburbs to avoid densely settled places that may aid the spread of the virus, to find lower cost housing now that much work is being done remotely, and to have better access to green space (
Abstract The articles in this special issue of Society and Natural Resources explore the processe... more Abstract The articles in this special issue of Society and Natural Resources explore the processes and challenges in the long-term protection of public and private land resources in the United States. The practice of land protection and the governance of protected lands have evolved over time through major philosophical conflicts, a progression of laws, and an array of funding programs by state and local governments, federal agencies, and the private sector. In recent decades, the addition of new lands to federal and state ownership has slowed. Meanwhile, the protection of private lands by government agencies and private nonprofit land trusts has sharply increased. The papers in this special issue highlight key changes in the governance of federal and state lands, as well as emerging concerns over the long-term management of protected lands in private ownership.
Abstract Farmland preservation has been an important issue in the United States for over 40 years... more Abstract Farmland preservation has been an important issue in the United States for over 40 years. Since 1977, 28 states and over 95 local governments have formed farmland preservation programs to acquire development rights from willing farm owners. These programs have preserved over three and a half million acres. Private nonprofit land trusts have preserved nearly three million acres. Maryland and Pennsylvania have preserved nearly one million acres, accounting for almost one-sixth of the nation’s preserved agricultural land. Ten adjoining counties in Pennsylvania and Maryland have preserved 660,000 acres, or one-tenth of the nation’s preserved agricultural land. This paper defines “large scale preservation” and analyzes the funding mechanisms and land use policies that have enabled these ten counties to achieve it. The paper also identifies additional indicators of preservation success that give a more complete picture of the long-term viability of agriculture as an industry.
