Public administrators are responsible for providing public services to ensure the health, prosperity, and wellbeing of their communities. Serving as the ambassadors of public wellbeing, they are privy to an array of useful tools by which to achieve this goal. Contracting is but one such tool; however, with increased use over the past several decades, it has become an interesting factor in the study of public administration. Deeply rooted in American history, contracting has become a common method for providing public services. It has particularly enjoyed increased use since the 1970s with the emergence of public choice and other economic theories. The primary rationale behind its increased use has been to compensate for government deficiencies, namely inefficiency and higher costs in delivering public services, and dissolve government monopoly. This rationale, however, has been met with challenges. Critics argue its emphasis is stemmed in dangerous ideology and that such emphasis on contracting has led to less accountability, reduced quality, and even greater inequity among communities. Reviewing the literature, the research explored the nature of public service contracting, highlighting its strengths and weaknesses. Also through review of the literature, the research explored a new way to analyze contracting based on four principles of classical pragmatism: practical, pluralistic, participatory, and provisional orientations. The research further applied these pragmatic principles using a case study method with the City of Austin, Texas as the study environment. The research found that contracting from a pragmatic approach can relieve public administrators of their ideological bases, allowing them to approach problems more objectively. This in turn allows the administrator to fully place the needs of the community first and arrive at more appropriate solutions to problems. Evidence was found that the City of Austin is remarkably pragmatic in its contracting practices. This case study, while unique to Austin, may serve as a guide for other public administrators in ensuring their contracting practices sufficiently meet the needs of their communities in a pragmatic fashion.

Trochiscia Kützing is a very rare taxon of Oocystaceae (Chlorococcales, Chlorophyceae), very restricted in occurrence and normally encountered in the phytoplankton flora of acidified lentic and lotic water bodies. Very few species of this genus have been reported from this country. During the systematic investigations on the freshwater algae of Eastern India the authors recorded this rare genus from West Bengal. An uncommon species Trochiscia obtusa (Reinsch) Hansgirg has been recorded from a fresh water habitat of Udaynarayanpur block division of Howrah district of West Bengal. This appears to be the first representation of this rare species from eastern India.

In March 2007 the assembly of the Silicon Strip Tracker was completed at the Tracker Integration Facility at CERN. Nearly 15% of the detector was instrumented using cables, fiber optics, power supplies, and electronics intended for the operation at the LHC. A local chiller was used to circulate the coolant for low temperature operation. In order to understand the efficiency and alignment of the strip tracker modules, a cosmic ray trigger was implemented. From March through July 4.5 million triggers were recorded. This period, referred to as the Sector Test, provided practical experience with the operation of the Tracker, especially safety, data acquisition, power, and cooling systems. This paper describes the performance of the strip system during the Sector Test, which consisted of five distinct periods defined by the coolant temperature. Significant emphasis is placed on comparisons between the data and results from Monte Carlo studies.

The study was carried out for the current fungicide usage pattern in Chilly crop in Andhra Pradesh and Telangana. For the study leading districts in Chilly production were identified, Guntur and Kurnool in Andhra Pradesh and Khammam, Warangal and Mahaboobnagar in Telangana. Area wise growing pattern of Chilly was studied which shows that 64% farmers grows Chilly through nursery and 61% farmers use hybrids for Chilly production. Most of Farmers (60%) who grow hybrid Chilly use herbicides and farmers who grow local varieties do not use hybrid because it was found that use of hybrids reduces plant growth in case of local varieties. In study area wise disease severity was seen and it was found that due to varied climatic conditions and difference in sowing time disease severity varies. Cercospora leaf spots and Anthracnose/die back is having high severity in almost all chilly growing areas. Area wise farmers' expenditure and number of sprays per acre per season also varies. In Guntur, Adoni (Kurnool) farmers are spending Rs. 12,000/-to Rs. 15, 000/-on fungicides and they are doing 15-20 sprays per acre per season. In areas like Mahabubabad (Warangal), Mahabubnagar, Ranga Reddy and Macherla (Guntur) farmers do less expenditure (Rs. 8, 000-Rs. 10,000) on fungicides and number of sprays is also 10-12 in these areas. With the help of this study we could be able to suggest farmers about controlling severe disease as it occurs in their area and methodology required to use proper fungicides to control these diseases.
TERM OF THE AGREEMENT

Regulatory requirements. Description of fundraising methods (a)
ABC shall comply with all applicable laws and regulations of the State of California in the conduct of its business and its fundraising activities on behalf of NP.
In connection with all sales and solicitation activities, ABC, its agents, servants, representatives and employees shall not misrepresent NP's name and activities in any way. NP will provide ABC with a description of its organization and its activities which may be used in connection with sales and solicitations.

(d) All sales or solicitation activity undertaken by ABC pursuant to the terms of this Agreement shall be performed by ABC, its agents, servants, representatives and employees by [letter, personal contact or telephone].
(e) ABC shall provide all proposed solicitation materials to NP for review prior to use and shall not use said materials without the express written consent of NP, through its president, which consent may be withheld at NP's sole discretion. 9. Nondisclosure of confidential information. ABC agrees that it will not, without first receiving written authorization signed by an officer or director of NP, during the term of this Agreement or at any time after the termination of this Agreement, remove from NP's premises or otherwise divulge to any other person or entity the contents of any records or any other information of any kind relating to the business of NP, including but not limited to (i) donor and customer lists, telephone numbers and other information pertaining to donors and customers; (ii) finances, plans, or other information relating to the operation of NP generally; and (iii) other private and confidential information which is a unique asset of NP or information which, if known to competitors or others outside of NP, would be harmful to NP.
ABC agrees to deliver to NP upon termination of this Agreement any and all such information in any form then in its possession or under its control. ABC acknowledges that such information is confidential and is the sole property of NP. The foregoing restrictions on disclosure of confidential information shall not apply to disclosures required to be made to any public body or other regulatory agency governing the activities of NP or ABC.
10.
Breach of agreement. ABC acknowledges that a breach of Paragraph 9 may result in irreparable and continuing damage to NP and the business of NP for which there will be no adequate remedy at law and agrees that, in the event of any breach or threatened breach of said paragraph, NP shall have the right to seek injunctive relief from a court of competent jurisdiction to prevent a continuing or threatened breach of agreement and such other and further relief as may be proper. In addition to other damages awarded, NP shall be entitled to a judgment for court costs and reasonable attorneys fees.
11.
Notice to parties to agreement. Wherever under this agreement a provision is made for notice of any kind, such notice shall be in writing and signed by or on behalf of the party giving or making same and it shall be deemed sufficient notice and service thereof when such notice is personally delivered, or mailed as provided for service of cancellation of agreement in paragraph 2(d) above, as follows: Either party may designate a different address to which notice shall be sent in writing in accordance with this section.
12. Applicable law. This Agreement shall be governed by and interpreted in accordance with the laws of the State of California. In the event that any portion of this Agreement is held be unenforceable, such portions shall not limit or otherwise modify or affect any other portion of this Agreement.
13.
Benefit. This Agreement shall be binding upon the parties hereto and their respective successors and assigns.
14.
Assignment. This Agreement may not be assigned by either party without the express written consent of the other.
15.
Amendment. This Agreement constitutes the entire agreement between the parties hereto with respect to the subject matter hereof and may not be modified, amended or otherwise altered, except by written consent signed by both parties.
