Tip s fo r W ritin g a Po licy An alys is Th e W ritin g Ce n te r W h at is Po licy An alys is ? ™ ™ ™ Policy recom m endations, or sim ply written policy advice, are the key m eans through which policy decisions are m ade in m ost levels of governm ent. Whether the policy recom m endation is accepted as sound or dism issed in favor of another option largely depends on how well the issue and the argum ents justifying the recom m ended course of action are presented. POLICY ANALYSIS defines the problem and the goals, exam ines the argum ents, and analyzes im plem entation of the policy. Ste p 2 : Es t a b lis h in g g o a ls ™ ™ ™ ™ How will you translate the aforem entioned problem into a specific set of goals? What is the relationship between those goals and the problem that was identified? What governm ent or non-governm ent organizations are involved in m aking this decision? Which ones are not involved? Are there other interests (e.g. in the region) that should be considered in your analysis? Ste p 3 : Se le ct in g a p o licy ™ ™ ™ ™ Based on your research and understanding of the situation, select a policy, and consider the following: What other alternatives were considered? Why were the other alternatives rejected? For rational or political reasons? Describe the tradeoffs policy m akers m ust accept based on your selection – what tradeoffs do policy m akers see as inherent in the selected policy? Ste p 4 : Im p le m e n t in g a Po licy ™ ™ ™ ™ What agency or organization im plem ented the policy? Was the policy im plem ented according to original design? Has the agency changed or skewed the policy to reflect its own interests and goals? Which changes were m ade from the original design and why are they im portant? In your opinion, could another agency have im plem ented the policy better? Ste p 5: Ev a lu a t in g t h e Po licy ™ ™ ™ ™ ™ Did the policy achieve its goals? Did the policy solve the original problem ? Or did the policy solve a different problem that the one originally identified? What were the costs and consequences of the policy? Did the policy achieve its goals at a reasonable cost? Overall, was the policy a “success” or a “failure”? Tip s for a well-written policy analysis Make it Re ad able : No m atter how com plex the issue, or the recom m endation, your ideas m ust be clear and readable. Read the policy analysis out loud to yourself or have a room m ate test its readability. Be accu rate : Policy recom m endations m ust be based on the m ost recent, accurate and com plete inform ation available. Visit the Am erican University Bender Library to obtain the m ost recent publications available and use the internet to your advantage – current affairs peer reviewed publications are released frequently through think tank websites and academ ic databases. Be Co n cis e : Decision-m akers are busy people. Keep your docum ents as focused and concise as possible so that your readers spend only the m inim um tim e required to glean the inform ation they need from them .
