Bu çalışmada Türk modernleşmesi sürecinde kadınların müzik alanındaki etkinliği ve konumları tartışılmaktadır. Bu doğrultuda özellikle Osmanlı Devleti'nde modernleşme çabalarından itibaren başlayan ve erken dönem Cumhuriyet'e geçiş sürecine değin devam eden müzik politikaları toplumsal cinsiyet perspektifinden değerlendirilmiştir. Bu bağlamda modernite ve modernleşme kavramlarının eril karakterli oluşundan yola çıkılarak Türkiye'de modernleşen müziğin de erilliğine işaret edilmekte ve bu anlamda bir sürekliliğe ve geçişliliğe işaret edilmektedir. Diğer taraftan bu çalışmanın odaklandığı sürecin özellikle modernleşme sürecini kapsaması nedeniyle rejim değişikliğinin yaşandığı dönemle sınırlandırılmaya çalışılmasına dikkat edilmiştir. Ayrıca yine söz konusu alan olarak müziğin oldukça çeşitli türleri kapsaması nedeniyle, müzikte modernleşme çabalarının çoksesli klasik batı müziğini referans alan bir dönüşüm yaşandığı göz önüne alınarak, müzikte kadınların konumu bu bağlamda değerlendirilmiştir. Yine bu çerçevede modernleşme sürecinde de pekişmiş olan müzikte kadınların görünürlüğüne ve ne denli etkili olabildiklerine ilişkin bir tespit yapılmaya çalışılmıştır. Böyle bir çalışma nihayetinde bir tür yorumlama girişimi olduğu için ikincil kaynaklara dayalı literatür taraması yoluyla yürütülmüştür.

This article contains the unpublished Syriac text of the Story of the Dog Who Talked. Put down in writing by the West Syrian monk ʿAzīz bar Ṣlīḇā bar Bassūs in the year 1503, the Story is, arguably, the earliest datable specimen of the fairy tale genre of folklore attested in the Syriac language. The text of the Story, published on the basis of manuscript Mardin, Church of the Forty Martyrs, 350, is accompanied by an English translation and discussion.

This article examines the Narendra Modi regime in India. Often acerbic political rhetoric is attached to official policies of the regime, creating fear and hopelessness within sections of the population. In this study, five sets of political activities of the government are evaluated. First, cultural authoritarianism became apparent with complicity toward “cow vigilantism,” slapping sedition charges against those showing political dissent, banning the history books of selected progressives, and stereotyping sections of the left and liberals as antinationals. Second, the demonetization policy was implemented without adequately following the economic protocols of the state. Third, the Jammu and Kashmir Reorganization Bill indicates the thwarting of democratic and federalist ideas. Fourth, the Citizenship Amendment Act and the National Register of Citizens exercise in Assam demonstrate the communal-fascist worldview of the regime in profiling population groups. Finally, the sloppy handling of the COVID-19 pandemic and the new Information Technology rules show the government's callous approach toward science and privacy. By analyzing such political activities, the article points out that majoritarian religious nationalism, coupled with authoritarianism, has been the ideological expression of the Modi regime, coexisting with both state surveillance and electoral democracy.
