As public relations have gained notoriety, the PR professional is becoming more and more part of our everyday lives. However, even if the public gets familiar with the terms public relations and public relations specialists, many people do not know what type of activities these professionals are supposed to do or what knowledge and skills they are expected to master in order to become successful at their jobs. Therefore, in this article we shall highlight the qualities, personality traits and specific competencies a public relations professional should have, based on the PR practitioner’s profile portrayed in the specialized literature.
Abstract: This paper attempts to describe that there is a chance for non-Public Relations graduates to work as or at the Public Re¬lations industry. Studies have shown that Public Relations practi¬tioners are mostly from generalist background (not Public Rela¬tions) and even come into the job by chance. A Public Relations is a very sociable person, possess a mix of functional, managerial and negotiating abilities as well as analytical and well-developed communication and understand people and human psychology. With working roles of Expert Prescriber, Communication Facilita¬tor, Problem Solving Facilitator and Communication Technician, a Public Relations needs to be well prepared by learning foreign language, joining personality improvement course, developing net¬working and understanding computer and communication tech¬nology. Areas of where a Public relations works are in-house (orga¬nization/company), consultancy and freelance practitioner having various titles showing their main function in the organization such as public affairs, event manager, community relations manager, marketing communication executive, employee relations manager, corporate communications manager, media coordinator. As there is an increased challenge of Public Relations’s professionalism, a true practitioner is best prepared by educational institutions with lectur¬ers having sound education and practice combined with extensive link-and -match research and industrial-practical placement for the graduates. The use of the term professionalism in public relations (PR) is normally linked to the expression of a need to improve occupational standing . However, for decades, scholars and practitioners alike have argued about ways to enhance the professionalism and prestige of PR (Sha, 2011b). In general, this paper will discuss the current competencies practised by PR practitioners in some of the countries in Europe and Asia. Based on a literature review, the best competencies will be identified, in order to provide guidelines for a developing professional competencies model that is consistent with the culture and environment of PR practitioners.

In recent years, the post-truth era has become the new reality of the modern digital world, requiring changes in approaches to training public relations (PR) specialists. In such conditions, the classical image-based approach to education is not always effective when choosing professional competencies. The latter increases the need to involve relevant specialists to resolve complex controversies. This is the task today that should be entrusted to PR professionals. The objective of this article is to study the main aspects of effective organization of PR training. For this aim, the self-selection sampling technique is used. The sample population comprises people who responded positively to the proposal to engage in an online survey posted on a specially designed for this purpose website. The authors have conducted a sociological survey of experts in the field of PR, advertising, journalism, marketing and education (n = 100) in order to determine the main methodological aspects, approaches and principles of PR professionals' training. It has been identified that in the training of PR professionals the most effective methods of gaining practical knowledge are the case study method, the business game method and the project task method. All three methods are group methods, with the help of which a PR professional can develop almost all the necessary competencies. Such methods should be used in conjunction with other practical approaches, seminars, lectures, and mixed methods that combine qualitative and quantitative approaches and pragmatically draw on distinct research paradigms.

Purpose-The aim of this study is to explore how the status and standards of public relations as a profession are perceived by the three main groups involved in public relations: academics, practitioners, and business leaders. This study approaches the issues from several perspectives including the sociology of the profession and strategic management in Malaysia. Low recognition of the profession, a shortage of qualified practitioners, a lack of regulation, and a lack of credibility among practitioners are major issues in the Malaysian public relations industry. Design/methodology/approach-In order to administer this study, two research methods were employed: qualitative in-depth interviews and a review of policy documents. In each case, the focus was on following four dimensions of public relations professionalism: the exclusive jurisdiction of public relations; PR education: the establishment of its exclusive training schools; the importance of a code of ethics; and accreditation and licensing. The in-depth interviews and a review of policy documents offer a qualitative, empirical and analytical exploration of the educational and professional standards of public relations management. Findings-The results of this study revealed that although the Malaysian public relations industry has grown due to the substantial influences of Western PR knowledge, the public relations profession has not yet matured in terms of achieving professional status in the eyes of society as a whole. In a new global economy, business leaders really value the importance of public relations in improving their organisational strategy development but they were not impressed with the quality and competencies of PR practitioners. Therefore, most of them stressed the importance of accreditation (registration) to improve practitioners' competencies but some of them noted that it is too early to implement legislation. They believe that the main focus should be on the quality and precision of PR practice as current practitioners' tactical and managerial tasks are neither complex nor sophisticated. Thus, there are four key areas of expertise identified which are considered to be the exclusive jurisdiction of public relations: stakeholder relations, reputation management (corporate branding), corporate social responsibility, and consultative and corporate advisory services at the top management level. Originality/value-It is concluded that public relations can be a 'true' profession if all parties involved are united and committed to developing standardised, universal forms of public relations practice. The most critical factor that diminishes the value of public relations is the quality and precision of PR practice. Public relations must be seen as a 'terminal' occupation that maintains its exclusivity to balance its dual role as advancing stakeholders/clients importance and protecting the public interest.

The findings of relevant research conducted in European countries, as well as diverse eminent authors of books and handbooks on public relations and reputable communications experts have pointed out the problem of the tainted reputation of public relations. It is precisely these attitudes that were the reason for conducting the research "Perception of the identity, image and reputation of public relations", whose goal was to learn how various groups of people-PR experts, communications students, and adults who do not deal with public relations-perceive the stated profession. The paper presents the key findings and conclusions of the research, providing detailed insight into this issue.

The article is a summary of three quantitative research projects carried out in the years 2017–2018 taking into account a set of analogous questions. Their collective aggregation allows the attempt to present the profile of a Polish PR specialist with the indication of the main activities undertaken while performing daily professional duties. The research has shown that media relations and e-PR play a key role in everyday professional work. Nevertheless, a PR specialist in Poland has to deal with many task areas, which are often related to the dynamic development of new technologies, such as relations with influencers. In the analyses, the key diagnostic element was the measurement of professional experience and information regarding employment aspects. Respondents constituted both specialists working in PR agencies as well as in other domestic companies and institutions.

This paper tries to examine a deep overview of the working of Indian federalism in general and to the contemporary era in particular. This includes all those issues that have often been presented in recent times. Large numbers of debate and discussion therefore widely taking place around the federalist part whether the federal government that the country has adapted is in form of suit or ultra verse. On the other side, important significance also set forth on the norms of constitution and principal objectives of federalism. Hence, in federalism; both the centre and states is an equal partner and equal par excellence. They also guaranteed to believe in the assumption of 'self-rule' with 'share-rule'. But, several controversy and dichotomy have originated due to the uncertain nature as per in our practice that frequently challenged the federal working system of India. In short, a recent trend has occupies some of its significant stances to look upon the prime concern of federalism. However, such kind of discourses has been raised over more than seven decades. It is also a kind of attempt of the federal form. Critiques have also mentioned about various strengths and weaknesses of this system. Besides, it incorporated some definite trends that have come in our way to disturb the balance of power and cooperative character of Indian federalism. For instance, more recently, the political development around the citizen Amendment Act, 2019 and other related issues have generated a lot of debates in the understanding of federalism. In addition to this, there is some tension between the Union & the state on the implementation issue of NRC-CAA. The opposing state like Kerala, Punjab, Rajasthan and West Bengal addresses that Indian federalism becoming more competitive than cooperative over time to time. Contrary to this, Interstate River disputes, increasing demand for the new state, Covid-19 and its impact on Indian federalism etc. have broadened, to sum up centre-state relations. To the finding, this paper offers different recommendations or possible suggestions for underpinning India's federal arrangement. Now, time has come for India and its Indians to take a fresh look in reviewing the federal ideas for restoring the federal irritants in order to maintain a sense of balance between centre-state and inter-states relations in India.
