    Preface

    After graduating in Electrical Engineering in 1962 from Bihar College of Engineering (Patna University). I briefly joined Heavy Engineering Corporation Ranchi from campus recruitment and worked for two years from 1962-1964.

    In between I took opportunity to appear for Indian Engineering Services exam of UPSC  in 1963 and was declared successful in first attempt and allocated Indian Telecommunication Services (I.T.S.) which I joined in 1964 with thirty other selected candidates from all over India with majority from Tamil Nadu particularly Guindy College of Engineering.

    After brief two years of theoretical and practical training at Jabalpur, Shillong, Mumbai, Bangalore and Delhi and with on job training at  Madras Telephone for one year and then posted for a regular installation job at Calcutta Telephone and Patna Telephone for two years before promotion to work as Divisional Engineer Telegraph at Sambalpur (Odisha) having jurisdiction from Rourkela to Koraput then transferred to DET Muzaffarpur with jurisdiction from Sivan having border with UP to Siliguri of West Bengal.

    It was a great experience to have worked from the North Bihar area from where three Union Cabinet Ministers were coming, Hon’ble Mr. Satyanarayan Singh (Communication), Hon'ble Mr. Lalit Narayan Mishra (Foreign Trade) and Deputy Minister Mr. S.P Singh (Water and Power). Since during the period the Government of Bihar was ruled by the opposition party, I had to take care of Central Minister visits on tour and had the occasion to accompany them on their tour. That was a great experience to understand how top political Leaders think on local problems and their solutions.

    During my working at Bihar circle, I had occasion to learn Management and also politics in administration from great Telecommunication and postal officers like Mr. M.P Shukla, Mr. B.S Murty both Directors, and Mr. Shanker Narayan PMG and Postal Directors. And had occasion to understand different approaches to the same problem as to how to handle staff and public grievances and politicians. I especially remember Hon’ble Members of Parliament like Pt. Drwarika Nath Tiwari (Chairman of the Committee on PSU) from Chapra District, Mr. Bibhuti Misra (Chairman of Public Accounts Committee) from Champaran District and Mr. S.P Mandal from Darbhanga District and Mr. R.P Yadav from Saharsa District with whom I had greater interaction, this was a great experience far away from technical Engineering and Management of Telecom service and public grievances and administration issues during the period. The then network was consisting of magneto exchange at Araria to CB non-multiple at Purnia, with CB multiple at Motihari and automatic at Muzaffarpur and SAX at Darbhanga and Canal Telephone magneto network for Kosi barrage dam project that gave me occasion to understand how a network has to work not only geographical distance but also with time distance in technological development.

    Since telephone operators working in Telephone Exchanges had a day to day interaction with politicians while handling their trunk call, The Union and Staff were having a better rapport with politicians and handling union which was very much politicalized was a lesson to be learnt which does not work on rule-based decision as per code books of British days (Twelve Volumes of P&T Rule Books).

    Mr. M.P Shukla, my boss, was transferred from Patna to Delhi and he had developed a liking for me with my work in Bihar. The circle got me transferred from Muzaffarpur to Delhi Telephone. This was an altogether different job to handle a large number of subscribers both commercial to administration to politics including technology with a brief stay of two years. I was then transferred to P&T Directorate system selection under Mr. Ramakant Ji DDG where I understood the meaning of each word of specification while drafting the specification of Telephone Exchange to be purchased by global tender. It was wonderful for me to understand how a single word could change the price in crores of rupees and could admit or debar entry of any bidder as eligibility consideration and politics and pressure both external and internal  while  drafting of global tenders.

    For Writing this book, the thought of this was given by Mr. Rakesh Kumar when he gave me his manuscript to read his book, and also when I read the book published by Mr. Srikant Sharma Ji title Shishe ka Masiha I had written two technical books on  Design of Outside Plant and Telecom Project Management based on my experience in The Yemen Arab Republic while working under Swedish consultants and specification totally different from the Indian which was based on British specification which was liked by fellow officials and staff. This was made successful based on encouragement by Mr. M.P. Shukla CMD TCIL and Mr. B.S Murty Director TRC.

    I had occasion to work in service management of telecom in the field and also in consultancy in TCIL and construction in Yemen and Middle East and manufacturing in the Indian Telephone Industry.

    Now I understand I had schooling in engineering and graduation in Management in DOT and TCIL, during my last days I was sent to IIM Kolkata for Advanced Management Program for few months where I got exposed to business with exposure to economics and industrial behaviour science there I came across a research paper on cooking gas and its impact on housewives and I was motivated to do research on telecommunication in rural areas and its impact on society this was motivated by Mr. Sam Pitroda (Chairman Telecom Commission) as well.

    My younger sister, a professor at Patna University Dr. Mrs. Dharamshila Prasad for sociology motivated me to do research on this topic which I did while in the job at ITI Mankapur, then I came across the word cultural lag  and understood the meaning of this word, understanding cultural lag which was like doing Post-Graduation for me, so far I thought that innovation was key to success but then I realised that innovation is required but it is just not innovation but adoption of innovation by society leads to success for example.

    The Technology of Canon was available in India with Mr. Ibrahim Lodhi the Indian Emperor but it was used to protect forts whereas Babar adopted canal technology on bullock carts and brought them from Afghanistan to India and won the first Panipat war.

    The high yield variety seed of rice and wheat innovation that brought green revolution but why did it take place in Punjab, not in eastern UP and Bihar. It is the cultural lag of people of eastern India which could not motivate them to adopt technology and innovation.

    Similarly, Mr. Kurian The father of the White Revolution chose Gujarat to try for implementation not Kerala which led to its success which got transferred to Punjab which surpassed Gujarat in per capita milk production of Gujarat.

    Same happened for the fish production revolution that took place in Andhra, not in Bengal who are fish lovers and an area full of ready available ponds right from inception days and so the poultry and egg production.

    I was born and brought up in Bihar and have been pondering over it for years.

    The cultural lag comes from society from history, eastern UP and Bihar has been the birthplace for culture, civilization, and religion.

    During Ramayan days it was a mixture of Kausalya, Kakai, and Sumitra three queens of king Dasarath then came Sita (Baidehi) with her three sisters with the Baidehi school of thought where the mind does not a need body as was done by The Then Raja Janak.

    Then came Gautam Budha who was from a royal family himself who thought to treat animal on an equal platform as human being that
