INTRODUCTION
My name is Blas Antonio Herrera Pérez. I was born in San Felipe, Edo. Yaracuy, on November 22, 1950. I graduated as an Electrical Engineer from the University of Carabobo. A few months before my academic graduation, I began working in the Venezuelan electrical sector (1972).
In 1974, I founded CIELEMCA C.A., a national private capital company, which entered the Venezuelan market to provide services in the engineering, procurement, and construction of projects for the National Electric System (SEN). We immediately began working for CADAFE within the Venezuelan Rural Electrification Project financed by the Inter-American Development Bank (IDB). This project was one of the most ambitious projects of the National Electric System (SEN) and was fully executed.
Under contracts with CIELEMCA C.A. and the KCT Consortium, led by CIELEMCA C.A., we worked for CADAFE, EDELCA, CORPOELEC, PDVSA Petróleo, and PDVSA Gas on projects of great importance.
Our achievements include 115/230/400 kV transmission and distribution lines that run through various states of the country, totaling 2,190 km. We completed the EPC of 200 MW of thermoelectric generation with dual generation units from General Electric (primary market), including one of the fourth installed in the world, the 100MW LMS, and the 103.5 MW generation barge we installed in San Lorenzo. We also executed the EPC of 16 electrical substations, 6 GIS type and 10
