The behavior of A'MAN's commander, Eli Zeira, a supremely self-confident and essentially insubordinate officer, proved especially damaging, as he kept assuring, in the days just prior to the Arab attack, a concerned military and civilian leadership that war would not break out.

Even though the General Staff had been misled by A'MAN, it clearly bore a share of the responsibility for the IDF's basic lack of readiness for combat.
