- The younger brother of an officer in a secret government code-breaking unit gets involved with a gang of spies and a beautiful double agent.
- Society glamor girl/aviatrix Virginia Allerton decides to alter her around-the-world flight by stopping off on the Pacific isle of Palo Pango where her brother, Lieutenant Allerton is stationed with a detachment of U.S. Marines, including "Stripes" Thornton and "Milly" Barnes. Local smuggler Barton baits her into a trap using her plane for his gun-smuggling racket and she ends up wrecked on another island. Thornton, as a stowaway on Barton's plane, and Barnes, by water in a stolen speed boat, rush to her rescue. Inda, the jealous native wife of Barton with a penchant for dispatching people with poison darts from a blow gun, does her best to do the same to Virginia.
- Henry Sharon is about to be ruined financially by rival stable owner Lew Ralston when he gets an idea to fake his own death. His prize horse Certified Check is bequeathed to niece Martha, a young woman Ralston had hoped to marry.
- A pilot carrying a valuable amulet is shot down over China by a ruthless Russian agent, who also wants the amulet.
- The head of the cipher bureau, Phillip Waring, is about to marry his secretary, Helen Lane, when he is informed that the state department has discovered a message that must be decoded. With the information given, Waring and his assistant, Lieutenant Murdock, investigate, but their every move seems to be known to their alien adversaries. Helen discovers that Arlie Johnson, interpreter for the bureau, is the real leader of the spy ring, but before she can relay the information she falls into the hands of Johnson and his spy-ring henchmen.
- After fighting in the Civil War, Wild Bill Hickok and Whiney head west to investigate missing cattle herds. There they meet their war buddy Norris who is now in the cattle business. When he is unable to explain the missing herds, Bill goes into action.
- Tom Turner, a naturalist, comes to the "Topa Topa" district (named for the mountain), and falls in love with widow Margaret Weston. This irks fur-trapper Pete Taylor, who has designs on Margaret himself. Pete's partner, Joe Morton, accuses him of stealing some pelts and this angers Pete to the point where he kills Morton. Pete then uses the head of a dead wolf to bite Morton and make it appear that Silver Wolf killed Morton. Silver Wolf is immediately placed on trial and a judge rules him guilty, and orders him killed. But Goldie the Eagle swoops down, snatches little Laura Morton and deposits her on top of Topa Topa. Silver Wolf goes in pursuit, rescues the girl and then, in completely justifiable self-defense, kills Pete. Tom then uses his naturalist skills to vindicate Silver Wolf of the Morton murder, and wins the hand of Margaret in the process.
